    the inner set are shirts, sweatshirts, bulletproof vests, and other things that would fit under a jacket

    the outer set are coats and jackets, hunting and kevlar vests, football protection gear and bodyarmor

    not sure about the pants, but long johns would fit

    some agility penalty since it would be tight

    more clothing would slow you down, i think if equipping 2 layers was optional that if you do it lowers your agi as a cost of added protection.

    Where does it stop being clothing and start becoming armour?
    Does a T-shirt go under or over your armoured vest, or are they incompatible? A hoodie? A leather jacket?
    Do we need a second category (armour, as distinct from clothing)? Maybe.
    In real life, I would rather wear my leather jacket over bare skin than a sleeveless combat vest over bare arms, but its been almost a week since I last killed a horde of mindless zombies in self-defense. (The bus was crowded. You try taking the 405 downtown some time) It's not just how much it protects a small part of me, but how much of me it protects. Vests, by definition, leave the arms exposed. You do the math.
