I was thinking the prison and a few other locations could do with quests or at least SOMETHING to make them more interesting.

The list below is not complete or necessarily in order, so please bear with me.

Prison:
An inmate has organised a rebellion and is trying to gun down anything nearby. Your job is to take him out to try and leave the rebellion with a power vacuum.

The guard in charge of the prison's generator is starting to suffer from a lack of insulin. You are the only one available to go to a nearby pharmacy as everybody else is preoccupied dealing with the inmates or keeping zombies under control. Unfortunately, raiders got there first and you have to fight them off. By the time you get the insulin and return, the guard has died. You need to reboot the generator before it goes offline, otherwise the electric wiring will go offline and give everyone carte blanche to enter.

Your attempts to reboot the generator finally succeed, but the wire has already been breached and zombies are gradually starting to flood in. Hold off the first wave while the prison calls for aid.
